The European Commission (EC) is accepting proposals for Voices of young people and women to strengthen social cohesion and live together in Mali.
Objectives
The general objective of this call for proposals is to contribute to the commitment of Civil Society Organizations (CSOs) as actors in good governance and socio-economic development in Mali.
The specific objective(s) of this call for proposals are to strengthen:
the participation of Malian youth in governance and social cohesion
the participation of young women in the socio-economic development of the country
the commitment of cultural actors in the city.
Priorities
This call for proposals has the following priority(ies):
Support for the development of innovative initiatives mobilizing artistic practices, all disciplines combined. Strengthening the capacities of actors through increased cooperation between national structures, even with others in the sub-region if necessary, intensified opportunities for exchange, professionalization, within the framework of actions aimed at freedom of expression , self-expression through the various fields of culture (performing arts, visual arts, digital arts, audiovisual, etc.), the reconquest of public space, the mobilization and inclusive commitment of younger generations. It will ultimately encourage actions geared towards the free expression of identities, young people’s access to cultural references, to living heritage, to urban cultures, and to diversity, which are all necessary contributions to the process of identification.
The promotion of civic-mindedness and citizenship through actions combining sport and culture. Capacity building of Malian youth CSOs to carry out actions improving citizenship on a daily basis and to open spaces for discussion between young people themselves on the one hand and between them and local authorities on local issues on the other. This is to encourage their participation in the processes of strengthening social cohesion and living together, planning, decision-making and control of public action as well as actions which promote sport, in particular women’s sport and which contribute to change the view on the practice of sport by girls.
Strengthening the capacities of Malian civil society organizations, in particular women’s and youth associations, to promote a favorable environment (including social cohesion, living together, women’s participation in the decision-making process, in particular by promoting the role women and girls as agents of change in terms of their economic and social rights, their participation in public life, their physical and psychological integrity, access to decent jobs) for the socio-economic development of the country in s Engaging in promoting the inclusion of young women as well as building the capacity of CSOs of women and girls. This priority should also involve men and boys in raising awareness of this behavior change.

Indicative envelope per lot/geographical breakdown:
Lot N° 1: Social cohesion and living together through culture: EUR 500,000
Lot N° 2: Social cohesion and living together through sport and culture: EUR 500,000
Lot N° 3: Women leaders, as models for the engagement of young women and girls in the various fields: EUR 1 million
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
For lot No. 1
Minimum amount: 150,000 EUR
Maximum amount: 200,000 EUR
For lot No. 2
Minimum amount: EUR 250,000
Maximum amount: EUR 500,000
For lot No. 3
Minimum amount: EUR 500,000
Maximum amount: EUR 1,000,000
Eligibility Criteria
Lead applicant(s)
To be eligible for a grant, the lead applicant must:
be a legal person
have no profit motive
belong to one of the following categories of organisations: non-governmental organisation, association, public sector operator, international (intergovernmental) organization
be established in a Member State of the European Union, countries of the European Economic Area, beneficiary countries of IPA II, developing countries and territories (appearing on the list of ODA beneficiaries drawn up by the OECD DAC) which are not members of the G20, the overseas countries and territories (OCTs).
be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity(ies) and not act as an intermediary
The lead applicant can act either individually or with one or more co-applicants. If the lead applicant is not a Malian civil society organization/association, it must have a co-applicant who is .
Co-applicant(s)
Co-applicants take part in drawing up and implementing the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
Co-applicants must meet the same eligibility criteria as apply to the lead applicant itself.
In addition to the following applicants are also eligible: associations of local authorities, if they are co-applicants with a civil society organisation.
Co-applicants must sign the mandate.
If the grant is awarded to them, any co-applicants become beneficiaries within the framework of the action (with the coordinator).
Affiliated Entities
The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
This structural link encompasses mainly two notions:
Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
Entities affiliated to an applicant may hence be:
Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
Entities under the same direct or indirect control as the applicant (sister companies).
Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
